Twenty-six days before a packed Delhi intersection erupted into fire and twisted metal, a flimsy green-letterheaded pamphlet fluttered onto a wall in Nowgam—a quiet, dust-rimmed neighborhood on the outskirts of Srinagar. Nothing about the street seemed remarkable: rows of grey homes, uneven roads, the kind of place where people keep their heads down and mind their routines. Yet this single sheet of badly written Urdu—claiming to speak for Jaish-e-Muhammad—jolted Kashmir’s security grid into its most frantic chase in years.

The poster carried warnings in the familiar tone of armed groups from the 1990s and early 2000s, when Kashmir was engulfed in militancy. Shopkeepers were threatened, government forces were accused of betrayal, and people were told to stay away from aiding the Indian state. Such notices had once been ubiquitous. But after New Delhi revoked Jammu and Kashmir’s semi-autonomy in 2019 and imposed direct federal rule, these posters—and armed attacks—became noticeably rarer. SATP data shows a sharp decline: from 597 attacks in 2018 to just 145 in 2025. So when this pamphlet surfaced, alarm bells rang.

A Trail Begins in Nowgam

Security agencies scanned CCTV feeds from the surrounding lanes. What they saw, according to a senior Srinagar-based police officer, led them to a handful of young men. Among them was Irfan Ahmad, a 24-year-old religious scholar from Shopian who delivered sermons at the mosque where the poster appeared. His questioning opened the first door in a corridor of unexpected names.

The next link: a doctor named Adeel Rather, living in Wanpora village in Kulgam, about 20 kilometers away. But Rather was gone when police arrived. They hunted him across state borders, eventually picking him up in Saharanpur, Uttar Pradesh—almost 500 kilometers away.

Investigators claim they later found an assault rifle stored in his locker at Government Medical College in Anantnag, where he had worked until late 2024.

Under interrogation, Rather mentioned another associate, Muzammil Shakeel Ganai. Another doctor. Another Kashmiri. Working at Al-Falah University in Faridabad, near Delhi. And when police raided properties rented under Ganai’s name, they uncovered something staggering: nearly 2,900 kilograms of explosive chemicals and weapon components.

For intelligence agencies, this turned the scattered leads into the outline of a network.

“A Transnational Module”—Or Something More Complicated?

The Jammu and Kashmir Police announced they had dismantled what they called a multi-state “transactional terror module” linked to Jaish-e-Muhammad and Ansar Ghazwat-ul-Hind (AGuH), a small al-Qaeda-affiliated group that had faded after its commander, Zakir Musa, was killed in 2019. According to officials, the module had been revived with support from across the border.

Seven individuals were arrested across India: two doctors, a religious scholar, and four others. It sounded like the script of a bleak thriller—educated young men, clandestine meetings, chemicals stockpiled in rented flats. But the story did not end there.

The Delhi Blast and the CCTV Mosaic

The breakthrough came only after cameras in Delhi captured a masked man driving a white Hyundai hatchback through a toll booth. Hours later, another camera recorded the same vehicle inching through the Red Fort intersection just before a sudden yellow flash filled the frame. In seconds, the junction was an inferno.

Thirteen people died. More than two dozen were injured. Streets filled with chaos, sirens, and grief.

In the days that followed, security forces fanned across Kashmir. Streets in Srinagar saw columns of armored vehicles. Homes were searched. Phones seized. Families questioned.

In Kulgam alone, police conducted nearly 400 raids and rounded up around 500 people. Similar sweeps were reported in Baramulla, Sopore, Pulwama, Awantipora, and Handwara—nearly every corner of the valley felt the tremors of Delhi’s blast.

Families in Shock, Villages in Silence

In Koil village in Pulwama, the family of Dr. Umar Nabi—believed to be the man driving the explosive-laden Hyundai—was blindsided by the news. His sister-in-law, Muzamil Akhtar, said police took away her brother-in-law first, then her husband. “We didn’t know anything,” she repeated, still trying to process the swarm of cameras and officers outside her home.

Police also took Umar’s mother for DNA sampling. Officials later said the DNA from the blast site matched hers—confirming that Umar was inside the car when it detonated.

Relatives described him as brilliant, polite, and always buried in books. “He was our hope,” one said, crying softly. “He was calm. Always reading.”

Not far away, the house of Ganai—the doctor from Faridabad—sat in heavy silence. His father, Shakeel, struggled to speak when reporters visited. Police, he said, had detained another of his sons, too. Ganai’s sister, herself a medical student, urged authorities to conduct a fair investigation. “My brother worked hard all his life,” she said. “We cannot believe this.”

These images—distraught parents, a cancelled wedding, homes turned inside-out—collide with the official narrative of a revived terror network. The human and political dimensions now sit uneasily alongside each other.

Fear Spreads, Anti-Kashmiri Hostility Rises

As the investigation sprawled across India, something else spread with it: hostility. Social media in Indian metros is filled with hateful posts calling for the eviction of Kashmiri tenants. In Gurgaon, police asked housing societies to submit lists of Kashmiri residents—a move that triggered fear among the thousands who work and study there.

“There are about 150,000 Kashmiri students across India,” said activist Nasir Khuehami. “Most of them are scared right now—scared of being targeted, scared of being profiled.”

For many Kashmiris, the Delhi blast threatens to reopen old prejudices they believed were slowly receding.

Questions for Delhi—and for the Security Establishment

Experts say the blast has raised uncomfortable questions for India’s intelligence network, which had repeatedly claimed that insurgency in Kashmir was virtually extinguished.

Home Minister Amit Shah declared earlier this year that there was “zero recruitment” of new militants, insisting the few fighters killed in 2025 had all been foreigners. But analysts now doubt such claims.
